ISLAMABAD: The Pakistan Medical and Dental Council (PMDC) has introduced strict financial penalties for medical and dental colleges that violate admission regulations, delay merit lists, or fail to meet administrative requirements under its Medical and Dental Admission Policy 2026.
Under the new policy, colleges that delay publishing merit lists will face a fine of Rs500,000, with an additional Rs50,000 for every subsequent day of delay.
Institutions admitting students beyond their allocated seats will be required to pay a fine equivalent to the annual tuition fee for each additional student. Their seats may also be reduced in the next admission session.
The policy sets a penalty of Rs50,000 per student for delayed registration, Rs75,000 for late reporting of graduation, and Rs30,000 for delays in submitting annual examination results.
Colleges will also face a fine of Rs100,000 for failing to report student transfers or withdrawals on time. Violations of regulations governing student fees and other charges will attract a penalty of Rs200,000.
The PMDC has made online reporting mandatory for medical and dental colleges, universities, and students. All required documents must be submitted through the council’s designated online portal in the prescribed format.
The policy also requires a minimum one-year house job for obtaining a full medical licence. Teaching hospitals must submit house job completion certificates to the council within 10 days of completion.
Before imposing a fine, the PMDC will issue a notice to the institution and provide an opportunity to explain its position. Repeated violations may result in restrictions on further admissions or additional legal action.
The new measures aim to improve transparency, ensure compliance with admission rules, and strengthen accountability across medical and dental education institutions in Pakistan.
