Nursing Professional Approaches FIA Over Alleged Fake Recognition of Sukaina College of Nursing

registration of an FIR and initiation of a formal inquiry into the alleged illegal recognition of Sukaina College of Nursing, Midwifery and Allied Health Sciences, Khairpur, Khyber Pakhtunkhwa, and alleged misuse of authority within the Pakistan Nursing and Midwifery Council (PNMC).

According to the complaint, the applicant, Mr Fazal Wadood, a nursing professional and Pakistani citizen, submitted a written application to the Director General, FIA, Islamabad, requesting urgent action under the FIA Act, 1974, the Pakistan Penal Code, and the Prevention of Electronic Crimes Act (PECA) 2016.

The complaint alleges that Sukaina College of Nursing was granted recognition in violation of PNMC regulations, Higher Education Commission (HEC) Institutional Policy, and mandatory accreditation criteria, involving fraud, forgery, misrepresentation, cyber manipulation, and criminal misuse of authority.

Mr Wadood has named Ms Farzana Zulfiqar, former President PNMC, and Ms Fouzia Mushtaq, former Registrar PNMC, alleging that they abused their authority by facilitating illegal recognition and approving nursing registrations on the basis of allegedly fake and fabricated academic degrees.

According to the complaint, a PNMC registration license bearing No. A-13348 (CNIC: 42201-0437748-6) was allegedly issued using fake BS Nursing and MS Nursing degrees, with approvals allegedly granted during the tenure of Ms Farzana Zulfiqar as PNMC President.

The complaint further alleges that PNMC electronic records were tampered with, constituting cyber manipulation. It is claimed that Asif Iqbal, identified as a federal government employee, allegedly generated a fake registration entry in the PNMC system to promote and regularize the disputed registration without mandatory notification under the PNMC Amendment Act 2023.

The nursing professional further claimed that Sukaina College of Nursing is allegedly operating on the floor of a commercial building, lacks a separate academic facility, and does not have the required clinical facilities in Khairpur, in violation of PNMC and HEC accreditation requirements.
The complaint also alleges conflict of interest and collusion between PNMC officials and the college management, resulting in approvals based on allegedly manipulated inspection reports, contrary to applicable regulations.

Mr Wadood has requested the FIA to initiate a formal inquiry, register an FIR against all involved individuals, secure PNMC electronic logs, recognition and registration records, and summon and investigate all named officials and other concerned persons. He has also sought cancellation of the college’s recognition and legal action against those found responsible.

Copies of the complaint have been forwarded to the Ministry of National Health Services Regulation and Coordination and the Pakistan Nursing and Midwifery Council for information and necessary action.
