A Year After Pahalgam Attack, Pakistan Says India Yet to Provide Evidence

That is a Pakistani government claim, attributed to Information Minister Attaullah Tarar. Pakistan’s position has been that India blamed it for the April 22, 2025 Pahalgam attack without publicly producing proof, and Pakistan called for a neutral investigation.

The basic facts of the attack are not in dispute: gunmen killed 26 people, mostly tourists, in Pahalgam in Indian-administered Kashmir on April 22, 2025, and the attack triggered a sharp India-Pakistan crisis. India publicly blamed Pakistan-backed elements; Pakistan denied involvement.

On the narrow question of “failed to substantiate”, the public record is mixed. In the immediate aftermath, independent reporting showed India accusing Pakistan while Pakistan said no evidence had been shared publicly. But later reporting said Indian authorities identified suspects and alleged links to Pakistan-based groups, including claims that two suspects were Pakistani nationals.

So the safest reading is: Pakistan says India has not publicly substantiated its allegations; India says its investigation did uncover Pakistan-linked suspects. Those are competing official narratives, not a settled neutral finding based on a fully public evidentiary record
