The National Database and Registration Authority (NADRA) has rolled out a new digital verification system aimed at curbing vehicle registration fraud and simplifying the transfer of ownership. Buyers and sellers can now verify ownership records and vehicle history in real-time, moving the process away from the often opaque, paper-heavy methods of the past.

The system connects directly to the provincial excise and taxation departments. Previously, buyers had to rely on physical inspections of registration books—documents easily forged or tampered with—leaving them vulnerable to purchasing stolen or illegally transferred vehicles. Now, a simple biometric check or digital verification through NADRA’s portal confirms if the vehicle is registered in the seller’s name and if it has any pending legal disputes.

For the average citizen, this is a long-overdue safeguard. Auto-theft rings have operated with relative ease for years, often using “duplicate” files to move stolen cars through the market. By integrating biometric authentication into the sale process, the government is forcing these transactions into a verifiable ledger.

However, the rollout isn’t without hurdles. While the database is robust, the system relies on provincial excise departments keeping their records updated. If a district office hasn’t digitized its backlog, the portal may show incomplete data. NADRA officials have acknowledged this, noting that the system is being phased in to allow for data synchronization across all provinces.

Market analysts say the move will likely cool down the secondary car market temporarily. Buyers are expected to demand these verification certificates before handing over payment, effectively ending the era of “handshake deals” involving high-value assets.

The facility is accessible through NADRA’s e-Sahulat centers and via a dedicated portal for authorized dealers. Whether this will fully eliminate the black market for vehicles remains to be seen, but for now, the burden of proof has finally shifted from the buyer to the database.
