Islamabad: The Federal Investigation Agency’s (FIA) Anti-Corruption Circle has registered a case against 13 individuals — including 10 officers of the National Cyber Crime Investigation Agency (NCCIA) — over allegations of large-scale corruption, bribery, and misuse of authority.
According to the FIR, the case was filed by the state at the FIA Anti-Corruption Circle Islamabad following an inquiry (No. 326/2025) into alleged illegal activities at 15 call centers operated by foreign nationals, including Chinese citizens, within a private housing society in Rawalpindi.
The investigation revealed that NCCIA officers, including two Additional Directors, were allegedly receiving monthly bribes amounting to Rs15 million in exchange for shielding the call centers, which were reportedly involved in online fraud and other illicit operations.
The FIR states that a total of approximately Rs250 million was allegedly collected in bribes by serving and former officers over different periods. Even after the transition from the FIA to the newly formed NCCIA, the illegal practices reportedly continued, with an additional Rs50 million allegedly received through two intermediaries — identified as Hasan Ameer and Tahir Mohiuddin.
A Chinese national, Guo Kashian alias Kelvin, who was previously arrested along with 14 other foreigners, was also mentioned in the report. Investigators allege that his Pakistani wife paid Rs21 million in bribes for his release. Additionally, a sub-inspector posted at NCCIA Rawalpindi, Sarim Ali, is accused of sending videos of assaulting the Chinese suspect to his wife via WhatsApp.
The FIR further notes that digital evidence, including videos, chats, and transaction records, was recovered, leading to the registration of charges under Sections 109, 161, 386, and 420 of the Pakistan Penal Code, as well as Section 5(2)47 of the Prevention of Corruption Act, 1947.
A three-member investigation team comprising AD Muhammad Safeer Ahmad, Inspector Muhammad Waheed Khan, and SI Shams Gondal has been formed. The FIA has initiated raids to arrest the accused individuals.
