MQM-Pakistan leader Mustafa Kamal has reignited the debate over provincial governance, calling for a 28th Constitutional Amendment to create new administrative units across the country. He argues the current centralized system is failing, leaving urban centers starved of resources while power remains locked in provincial capitals.

Kamal’s proposal centers on the belief that Pakistan’s existing administrative structure is an impediment to development. Speaking at a press conference in Karachi, he argued that without legislative changes to empower local governments and allow for the creation of new administrative zones, the country’s economic decline will only accelerate.

“The current system is a recipe for collapse,” Kamal told reporters. He didn’t mince words, describing the provincial governments as “black holes” that absorb federal funds without delivering basic services to the people. His call for a 28th Amendment is a direct challenge to the status quo, effectively demanding a constitutional override of the provincial autonomy established under the 18th Amendment.

The timing of his demand is significant. With the country facing a persistent fiscal crisis and mounting pressure from the IMF, the debate over who controls the purse strings—and how those funds reach the grassroots level—has become a central point of friction. Critics of the current setup point to Karachi’s crumbling infrastructure as the primary example of why administrative reform is non-negotiable.

However, the path to a constitutional amendment is fraught with political peril. Any move to restructure provincial boundaries or administrative powers requires a two-thirds majority in Parliament. Given the current fractured political landscape, building such a consensus appears unlikely. The PPP, which holds the reins in Sindh, has historically viewed any attempt to dilute provincial authority as a direct threat to its political hegemony.

Kamal insists that the resistance is rooted in self-interest rather than public welfare. He frames the issue as a matter of survival for the middle class, arguing that the existing power structure protects the elite at the expense of the taxpayer.

Whether this demand gains traction in the National Assembly remains to be seen. For now, Kamal has succeeded in forcing a difficult conversation into the public sphere, highlighting a growing consensus among urban stakeholders that the status quo is no longer sustainable. As the political maneuvering continues, the fundamental question remains: can Pakistan survive its current administrative model, or is a constitutional overhaul the only way to stave off total breakdown?
