Prime Minister Shehbaz Sharif has directed his administration to fast-track the integration of all public service portals into a single digital identification system. The move aims to dismantle the bureaucratic wall between citizens and state services by consolidating identity verification under one umbrella.

The directive, issued during a high-level review session on government digitalization, targets a shift away from the fragmented systems that currently force citizens to provide redundant documentation for every state interaction. Under this plan, a single digital ID would serve as the primary key for everything from tax filings and utility payments to healthcare access and social welfare disbursements.

The current system relies on a patchwork of provincial and federal databases that rarely communicate. This creates significant friction for the public. A citizen seeking a passport, a vehicle registration, or a pension benefit often faces repeated requests for the same biometric or demographic data.

“We need to stop treating the citizen like a stranger every time they walk into a new office,” an official familiar with the plan said.

The government’s primary challenge lies in data interoperability. While the National Database and Registration Authority (NADRA) provides a robust foundation, integrating it with the disparate legacy systems of provincial departments remains a complex technical hurdle. The Prime Minister’s office has signaled that this project is now a top-tier priority, demanding that ministries provide a clear timeline for migration within the next two weeks.

Critics argue that the concentration of such sensitive data into a single, accessible portal increases the risk of cyberattacks. Security experts have pointed to the country’s history of data leaks, emphasizing that a centralized system is only as secure as its weakest entry point. The Cabinet has yet to detail the specific encryption and cybersecurity protocols that will protect this unified database.

For now, the government intends to pilot the platform in federal departments before rolling out a nationwide mandate. Whether this initiative simplifies the lives of millions or merely creates another layer of digital red tape depends on how effectively the government can force its various departments to stop working in silos.

If successful, it would mark the most significant overhaul of Pakistan’s administrative interface in a decade. If the technical integration stalls, it risks becoming another ambitious policy that fails to survive the friction of the country’s entrenched bureaucratic culture.
