MOSCOW — Russian President Vladimir Putin is seeking to restore relations with the United States while avoiding major concessions on issues central to Moscow’s foreign policy, highlighting the challenges facing diplomatic efforts to improve ties between the two countries.
Improved relations with Washington could offer Russia economic and diplomatic benefits after years of tensions over the war in Ukraine and Western sanctions. However, Moscow has shown little indication that it is prepared to abandon its principal demands in exchange for closer engagement with the United States.
The prospect of renewed cooperation presents a potential opportunity for both sides. Washington has sought progress toward ending the war in Ukraine, while Moscow has an interest in reducing its international isolation and reopening channels for economic cooperation.
The conflict in Ukraine remains the principal obstacle to a broader rapprochement. Disagreements over territory, security arrangements and the terms of a possible settlement continue to complicate negotiations, with no comprehensive peace agreement assured.
For Putin, restoring ties with Washington without making substantial concessions would represent a significant diplomatic gain. Yet any lasting improvement in relations will depend on whether the two governments can find common ground on Ukraine and other major areas of disagreement.
For now, the possibility of closer ties remains open, but the gap between the two countries’ positions continues to pose a serious challenge to meaningful progress.
