The federal government has approved a revised oil refining policy aimed at modernizing Pakistan’s refining sector, encouraging fresh investment, improving fuel quality, and reducing the country’s dependence on imported petroleum products.

The updated policy is designed to facilitate the upgrade and expansion of local refineries, enabling them to produce cleaner and higher-quality fuels that meet international environmental standards. Officials believe the move will strengthen Pakistan’s energy security while supporting long-term economic growth.

Under the revised framework, refineries will be encouraged to invest in modern technology to enhance production efficiency and increase the output of value-added petroleum products. The policy also seeks to reduce the production of furnace oil while boosting the manufacturing of high-demand fuels such as petrol and diesel.

Industry experts say Pakistan’s refining sector has long required modernization, with many plants operating using outdated technology. As a result, local refineries have struggled to meet evolving fuel quality standards and changing market demand. The new policy is expected to provide greater certainty for investors and encourage billions of rupees in refinery upgrades over the coming years.

Another key objective of the policy is to reduce Pakistan’s reliance on imported refined petroleum products. By increasing domestic refining capacity, the government hopes to lower the country’s import bill, strengthen energy resilience, and improve the balance of payments over the long term.

Environmental experts have also welcomed the policy, noting that producing cleaner fuels with lower sulphur content could help reduce harmful vehicle emissions and improve air quality in major cities.

However, analysts caution that the policy’s success will depend on its effective implementation. They emphasize that timely investment, regulatory stability, and coordination between the government and the petroleum industry will be essential to achieving the intended outcomes.

  • Modernization of refineries: Existing refineries will be encouraged to upgrade their facilities with advanced technology.

The government says the revamped refining policy represents an important step toward building a more efficient, competitive, and sustainable petroleum sector. While the reforms are expected to benefit the economy over the long term, experts note that their success will depend on consistent implementation and continued investment across the energy industry.
