 Ontario’s private-school sector serving international secondary students has expanded rapidly in recent years, with research showing that the number of such schools has increased by more than 265% since 2017. The growth has been particularly visible in the Toronto area, where private schools have increasingly targeted students from overseas.

Researchers say the expansion reflects growing demand from international families seeking Canadian secondary education, often as a pathway toward future post-secondary study in Canada. The sector has developed into an important part of Ontario’s international education market.

The rapid growth has also raised questions about how the industry operates and whether international students and their families receive adequate protection. Researchers have warned that some students from the Global South may be particularly vulnerable because families can make major financial investments in overseas education without having complete information about schools, fees or future opportunities.

Toronto has become a major centre for international education, with a large number of private and English-language schools serving overseas students. The city’s established education infrastructure and international reputation have helped attract families looking for Canadian schooling.

The expansion has occurred against a changing backdrop for international education in Canada. Federal measures introduced in recent years have sought to reduce the rapid growth of international student numbers, particularly at the post-secondary level. These policy changes have affected the broader international education market and increased scrutiny of institutions that rely heavily on overseas students.

Researchers argue that the growth of private secondary schools should therefore be examined not only as an economic opportunity but also in terms of student welfare, regulation, transparency and educational quality. They say stronger oversight may be needed as the sector continues to expand.

The findings highlight how international education has become increasingly commercialised, with private institutions responding to global demand for schooling abroad. For Ontario, the challenge will be balancing the economic benefits of international education with adequate safeguards for students and their families.
