The Securities and Exchange Commission of Pakistan (SECP) has officially prohibited all forms of Ponzi, pyramid, and illegal multi-level marketing (MLM) schemes. The regulator’s latest directive aims to shutter a shadow industry that has drained millions from unsuspecting retail investors under the guise of high-yield investment programs.

The move follows a surge in online investment scams where firms promised unrealistic monthly returns. Many of these entities operated through social media, targeting middle-class households with the lure of “passive income” that rarely materialized.

“We are clamping down on these fraudulent models because they are mathematically unsustainable,” said a senior official at the commission. “They rely entirely on new capital to pay old investors. Once the flow of new recruits stops, the entire structure collapses, leaving the vast majority with nothing.”

Under the new regulatory framework, any business model that derives its primary revenue from the recruitment of new members—rather than the sale of genuine products or services—is now classified as an illegal financial activity. The SECP has warned the public to verify the registration status of any firm before committing capital.

The regulator’s data shows that scammers frequently mimic legitimate corporate structures, often displaying falsified SECP registration certificates to gain credibility. They move fast, often closing operations and vanishing with investor funds as soon as local complaints begin to mount.

The commission is now coordinating with the Federal Investigation Agency (FIA) to track the digital footprints of these operators. Prosecution will follow under the Companies Act, which carries heavy penalties for directors involved in deceptive financial practices.

Despite the ban, the burden of verification remains with the public. The SECP maintains an online list of licensed entities; if a company isn’t on that list, the regulator’s message is simple: stay away.

For those who have already lost money to such schemes, the path to recovery is difficult. The SECP’s new stance is not just a warning—it is a signal that the era of operating these schemes under a veneer of legality is over.
