KARACHI — Federal tax authorities and local police raided a sprawling, unlicensed cigarette manufacturing plant in the SITE area late Tuesday, shutting down operations that officials say were costing the national exchequer millions in unpaid duties.

The facility, tucked away behind a nondescript warehouse exterior, was operating three high-speed production lines that churned out thousands of cigarette packs per hour. Investigators found stacks of counterfeit tax stamps and raw tobacco shipments that lacked proper documentation.

“We had been tracking the movement of these goods for weeks,” said a senior official from the Federal Board of Revenue (FBR) who led the operation. “This wasn’t a small-time setup. They were running a sophisticated operation designed to look legitimate while completely bypassing the tax net.”

The raid comes as the government faces mounting pressure to plug revenue leaks. Cigarette smuggling and illicit manufacturing have long been a thorn in the side of the FBR, with recent estimates suggesting the national treasury loses billions annually to the grey market.

While the factory floor was filled with high-end machinery, the working conditions were starkly different. The raid uncovered cramped, poorly ventilated spaces where dozens of laborers were working long shifts without basic safety equipment.

The site manager was taken into custody during the raid, but authorities believe he is merely a middleman. Investigators are now tracing the supply chain to identify the financiers behind the operation. They suspect the illicit products were being distributed to retailers across Sindh and Balochistan under the guise of established, tax-paying brands.

The FBR has since sealed the premises and seized all machinery and raw materials. For the local authorities, the focus now shifts to preventing similar “ghost” factories from popping up in the city’s industrial zones.

As the investigation widens, the question remains whether this raid marks a genuine shift in enforcement or if it’s just one facility in a much larger, entrenched network.
