The Pakistan Telecommunication Authority (PTA) has finalized a new pricing structure for eSIM issuance, marking a shift in how mobile operators charge for the digital SIM technology. Under the updated policy, the regulator has standardized the fee across all major networks, aiming to curb excessive service charges that have fluctuated since the technology’s introduction to the local market.

The move comes as adoption rates for eSIMs climb among urban smartphone users. Until now, mobile operators have operated with varying price points—some charging as little as 500 PKR, while others pushed fees past 1,500 PKR for a single digital activation. The new directive forces a uniform cap, though operators retain some flexibility in how they bundle these services with existing data packages.

For the average consumer, the policy change is a bid to reduce the “hidden cost” of upgrading. While the physical SIM card remains a low-cost commodity, the digital equivalent has historically been treated as a premium service. By capping the issuance fee, the PTA hopes to encourage users to move away from physical hardware, which relies on plastic and complex supply chains.

Telecom analysts suggest the decision is less about consumer relief and more about infrastructure readiness. As devices with dual-eSIM functionality become the industry standard, the regulator is clearing the path for a fully digitized onboarding process.

“The goal is a seamless transition to digital-first identity verification,” a senior regulatory official said, speaking on condition of anonymity because he wasn’t authorized to discuss the internal policy shift. “We can’t have a digital ecosystem if the entry cost is arbitrary.”

Critics argue the policy ignores the underlying operational costs. Mobile operators have long maintained that eSIM provisioning requires higher server maintenance and specialized security protocols to prevent fraud. By forcing a price ceiling, some industry insiders warn that companies might simply bake the cost into monthly data subscriptions, effectively hiding the fee rather than eliminating it.

The new pricing structure takes effect immediately, with the PTA mandating that all operators display the standardized fee on their websites and at retail kiosks. Failure to comply will lead to regulatory audits of the operators’ billing systems.

Whether this policy actually lowers the barrier to entry or simply shifts the financial burden elsewhere remains to be seen. For now, the days of fluctuating “activation charges” at retail storefronts are officially over.
