The Taliban are signaling a desire to thaw frozen relations with Washington. Three years after the chaotic U.S. withdrawal from Kabul, the de facto Afghan government is pushing for a formal seat at the international table—and they want the White House to lead the way.

For the Taliban leadership, the motivation is strictly pragmatic. The Afghan economy is in tatters, crippled by international sanctions and a lack of access to billions in central bank reserves held abroad. While they successfully ousted foreign forces, they have failed to secure the international recognition needed to stabilize their currency or attract foreign investment.

The shift in tone began in private backchannel discussions, but it has increasingly moved into the public sphere. Taliban spokespeople have repeatedly called for the normalization of diplomatic ties, framing the move as a necessity for regional stability. They argue that the “security threat” narrative used by the West is outdated, pointing to their crackdown on ISIS-K—a common enemy—as evidence of their reliability as a partner.

Critics remain deeply skeptical. The State Department has held firm on its requirements: any path to legitimacy requires the Taliban to dismantle its restrictive policies against women and girls, which have effectively erased them from public life.

“They want the money and the legitimacy, but they haven’t budged on the human rights abuses that made them a pariah state in the first place,” said a former U.S. intelligence official familiar with the negotiations. “It’s a transactional request from a group that doesn’t understand that Washington isn’t just looking for a security guarantee—we’re looking for a state that doesn’t treat half its population like prisoners.”

The Taliban’s internal dynamics complicate the outreach. Hardline factions within the movement, particularly in Kandahar, remain ideologically opposed to Western influence. These leaders view any compromise with the U.S. as a betrayal of the insurgency that brought them to power. This creates a dual-track reality: the diplomats in Kabul talk of reform and engagement, while the clerics in the south reinforce the very policies that keep the U.S. at arm’s length.

Despite the hurdles, the U.S. cannot ignore the geopolitical vacuum. With China and Russia quietly increasing their footprint in Kabul, the Biden administration faces a difficult calculation: continue the isolation policy, or engage in a limited, high-stakes dialogue that risks legitimizing a regime that remains fundamentally at odds with Western values.

For now, the Taliban’s request sits on a desk in Washington, met with the same icy silence that has defined the relationship since August 2021. The question is no longer whether they want the U.S. back—it is whether they are willing to pay the price to get them there.
