KUWAIT CITY: In a landmark move aimed at recognizing the vital contributions of healthcare professionals, Kuwait’s Health Minister, Dr. Ahmed Al-Awadhi, has issued Ministerial Resolution No. 206 of 2026. The new decree introduces a comprehensive structural overhaul, featuring significantly higher monthly bonuses, revised allowances, and technically graded joint job titles for both Kuwaiti and non-Kuwaiti nursing and midwifery personnel.

Under the newly implemented framework, financial incentives are systematically structured based on professional titles, practical experience, and long-term career progression. Kuwaiti nursing and midwifery professionals stand to benefit from robust monthly compensation packages. The highest tier is designated for Head Nursing Specialists and Head Midwifery Specialists, who will receive a maximum monthly allowance of KD 1,510.

Additional breakdowns for Kuwaiti personnel include KD 1,430 for Senior Nursing / Midwifery Specialists, KD 1,350 for Nursing / Midwifery Specialists, KD 1,170 for Senior Nurses / Midwives, KD 1,110 for Nurses / Midwives, and KD 1,040 for Assistant Nurses / Assistant Midwives. These allowances encompass a broad spectrum of financial benefits, including work nature allowances, job level bonuses, incentive packages, cost of living adjustments, shift differentials, supervision stipends, training bonuses, and on-call allowances.

The ministerial decree equally addresses the expatriate workforce, establishing tailored monthly allowances for non-Kuwaiti nursing and midwifery staff across all tiers. Head and Senior Specialists receive packages integrating work nature allowances, job level bonuses, cost-of-living adjustments, shift work, supervision stipends, and training bonuses, while general nurses and assistants incorporate work nature allowances, job level bonuses, cost-of-living adjustments, and on-call provisions.

Specialized allowances have also been outlined for nursing services technicians, stratified by nationality and category. Kuwaiti Senior Technicians (Category A) are eligible for a work nature allowance of up to KD 230, a KD 160 job level bonus, a KD 240 incentive bonus, an KD 80 incentive increase, a KD 120 cost of living allowance, and a KD 160 on-call allowance, with standard technicians receiving slightly adjusted scales. Non-Kuwaiti senior technicians receive up to KD 130 for work nature (Category A), a KD 60 job level bonus, a KD 50 cost-of-living allowance, and a KD 100 on-call allowance, alongside matching structural bonuses for standard technicians.

To encourage higher education and specialized expertise, the resolution introduces special monthly bonuses for Kuwaiti graduates holding specialized university degrees in nursing or midwifery, ranging from KD 500 for senior specialists down to KD 100 for nurses and midwives. Furthermore, recurring monthly academic qualification bonuses have been established, offering KD 150 for a PhD and KD 75 for a master’s degree for Kuwaiti nurses, and KD 50 for a PhD and KD 25 for a master’s degree for non-Kuwaiti nurses, strictly conditional upon official equivalency and direct relevance to the nursing sector.
