LAHORE: The Punjab government is preparing to introduce a new ordinance The Punjab Protection of Ownership of Immovable Property Ordinance 2025 aimed at curbing illegal land grabbing, property fraud, and encroachments by the land mafia and their facilitators.
The ordinance, approved by Punjab Chief Minister Maryam Nawaz Sharif, has been forwarded to the Punjab Assembly and is expected to be tabled in the upcoming session. The law seeks to protect citizens’ property rights and ensure that no one’s land can be unlawfully seized.
Under the new legislation, those found guilty of illegal seizure, forgery, fraud, or forceful acquisition of property may face 5 to 10 years in prison. Individuals aiding in such crimes can receive 1 to 3 years’ imprisonment and fines up to Rs10 million. Company or society officials proven to be involved in such activities will also be held accountable.
To streamline justice, District Dispute Resolution Committees (DDRCs) will be established in every district, headed by the Deputy Commissioner and comprising the DPO, ADC Revenue, and other relevant officers. These committees will have powers to summon records, conduct hearings, and take immediate administrative actions to safeguard property rights.
Complaints are to be filed directly with the Deputy Commissioner, and cases must be resolved within 90 days, with an additional 90 days allowed upon the Commissioner’s approval. However, false or malicious complaints could result in 1 to 5 years’ imprisonment and fines up to 25% of the property’s value.
In case disputes remain unresolved, matters will be referred to Property Tribunals specialized courts to be set up across Punjab, headed by retired High Court or District and Sessions judges. These tribunals will have the same authority as civil and sessions courts and will be required to deliver verdicts within 90 days. They can order recovery of property, compensation, and profits, with police support if necessary. Appeals can be made before a two-member bench of the Lahore High Court.
CM Maryam Nawaz emphasized that the government will act like a “mother” protecting its citizens, ensuring that “no one will now snatch anyone’s land in Punjab.” She stated that for ordinary people, even a small piece of land holds immense value, and the government will stand firmly to defend their right to ownership.
The move marks one of the province’s strongest steps yet against land encroachment, signaling a zero tolerance policy towards property related crimes.
