The Muttahida Qaumi Movement (MQM) has submitted an important resolution in the Sindh Assembly regarding the implementation of the Provincial Finance Commission (PFC) and the fair distribution of financial resources to local government institutions.

‎The resolution was presented by Sindh Assembly members Najam Mirza and Shariq Jamal. The purpose of the resolution is to ensure the transparent and lawful distribution of financial resources to local government bodies.

‎The resolution demands that the Provincial Finance Commission be formally notified and that the PFC Award be issued immediately so that local government institutions can be provided financial resources in accordance with their constitutional rights.

‎According to the text of the resolution, the distribution of resources to local governments should be carried out on transparent and objective grounds, and reliance on discretionary grants and ad hoc grants should be reduced.

‎The MQM resolution points out that since 2009, the distribution of financial resources in Sindh has largely been carried out through ad hoc grants, which has weakened the formula based and institutional system. As a result of this situation, local government institutions have faced difficulties in financial advance planning, and equality and transparency among districts have also been affected.

‎The resolution further states that Article 140-A of the Constitution guarantees the transfer of financial powers to the grassroots level, and that the Provincial Finance Commission is an effective means of providing a legal, transparent, and sustainable financial system.
