The federal government is drafting a sweeping governance overhaul for Islamabad, moving to replace the existing administrative model with an elected municipal assembly and a chief executive. The proposal aims to strip away layers of bureaucratic oversight, granting the capital’s residents a direct say in city management for the first time in decades.

For years, Islamabad has been governed by a complex web of the Capital Development Authority (CDA) and the federal interior ministry. Critics have long labeled this system a “bureaucratic island,” where civic issues like water shortages, zoning disputes, and sanitation fall into a jurisdictional void. Under the new plan, an elected assembly would wield legislative power, effectively tethering the city’s leadership to the ballot box rather than federal appointments.

The shift toward a chief executive model—modeled loosely on metropolitan governance frameworks—suggests a pivot toward executive accountability. Proponents argue that a single, elected figurehead will be able to bypass the inter-departmental gridlock that has paralyzed the CDA’s development projects.

However, the plan faces immediate hurdles. The federal government has yet to clarify how it intends to reconcile the new assembly’s authority with the CDA’s existing mandate. Without a clear division of power, the city risks a repeat of past turf wars, where municipal departments and federal agencies clashed over land-use policies and budget allocations.

“The current setup isn’t just inefficient; it’s disconnected from the people who pay the taxes,” a senior cabinet aide familiar with the draft proposal said. “We’re looking at a model where the city’s budget is managed by people who actually live here, not by officials in a ministry office who rotate out every two years.”

The proposal also includes a provision for greater fiscal autonomy, allowing the new assembly to levy local taxes and manage its own development funds. This would fundamentally alter the relationship between the capital and the federal exchequer, which has historically footed the bill for Islamabad’s infrastructure while maintaining tight control over spending priorities.

Opposition lawmakers are already raising concerns about the timing and the potential for the ruling party to entrench its influence through a new local structure. They argue that without constitutional safeguards, the “elected assembly” could quickly become a rubber-stamp body for federal interests.

As the draft moves toward a formal cabinet review, the real test will be whether the government is willing to cede actual control—or if this is merely a cosmetic reshuffling of the same old bureaucratic desks. For now, the city’s residents remain skeptical, waiting to see if the proposed autonomy translates into better services or just another layer of political maneuvering.
