The U.S. Department of Energy has finalized a $1.9 billion loan to Holtec International, clearing the path to restart the Palisades nuclear power plant in Michigan. The facility, which shuttered in 2022, could become the first reactor in American history to resume commercial operations after a permanent closure.

The loan, granted through the Energy Department’s Loan Programs Office, aims to bring the 800-megawatt plant back online by late 2025. For the Biden administration, the project is a centerpiece of its climate strategy, aimed at preserving existing carbon-free energy infrastructure rather than letting it vanish.

The plant’s revival isn’t just about power generation; it’s about the shifting economics of nuclear energy. When Palisades closed in May 2022, its owner at the time, Entergy, cited high maintenance costs and a lack of long-term power purchase agreements. Holtec bought the plant shortly after with the intent to decommission it. Federal interest shifted that trajectory almost immediately.

Critics have raised concerns about the technical risks of restarting a facility that has sat dormant for years. Nuclear safety experts point to the degradation of components during idle periods and the complexities of re-certifying a plant that was already slated for the scrapyard.

Holtec faces a rigorous regulatory gauntlet. The Nuclear Regulatory Commission (NRC) must approve the restart plan, a process that requires extensive inspections and safety upgrades. The company has maintained that the plant’s core systems remain in solid condition, but they are essentially rebuilding a supply chain that had already been dismantled.

The deal also carries significant financial stakes for taxpayers. While the loan is intended to be repaid with interest, the federal government is placing a multi-billion dollar bet on a private company’s ability to pull off an unprecedented industrial resurrection. If the project stalls or fails to meet safety benchmarks, the Department of Energy will be left holding the liability.

Beyond Michigan, the industry is watching closely. If Palisades produces power again, it provides a blueprint for other aging reactors currently facing decommissioning. If it fails, it will likely serve as a cautionary tale for the limits of government intervention in the energy sector.

For now, the plant sits in Covert Township, a quiet reminder of a transition period in American energy. Whether it becomes a symbol of grid reliability or a cautionary investment, the pressure is on Holtec to prove that a closed door can be reopened.
