The UK’s offshore energy sector is pushing for a surge in development, with industry leaders identifying 100 potential oil and gas projects they claim could be “unlocked” to bolster domestic supply.

Offshore Energies UK (OEUK), the trade body representing the sector, signaled that these projects are technically viable but hinge on a stable tax and regulatory environment. The industry’s push comes as the government faces mounting pressure to balance ambitious net-zero targets with the immediate reality of energy security and the thousands of jobs tied to the North Sea.

For the industry, the math is simple: domestic production is preferable to importing fuel from international markets. Executives argue that without new investment, production will crater faster than renewable infrastructure can fill the void.

“We have the expertise and the infrastructure to keep the lights on, but we need a sign that the government still views us as part of the transition,” said one industry source familiar with the proposal.

Critics, however, point to the climate impact. Environmental groups maintain that any new extraction projects contradict the UK’s pledge to reach net-zero emissions by 2050. They argue that capital should be redirected toward wind, solar, and hydrogen projects rather than fossil fuel exploration that will likely be redundant in two decades.

The government is currently navigating a delicate tightrope. While ministers have previously issued new licenses to prevent a total collapse in output, they’ve also ramped up the Energy Profits Levy—the so-called windfall tax. This tax shift has spooked investors, many of whom are now pausing capital expenditure until they see clearer long-term fiscal policy.

The proposed 100 projects aren’t all “mega-fields.” Many involve smaller, tie-back developments—connecting new wells to existing platforms—which are cheaper and faster to bring online. These projects could provide a bridge for the workforce while the UK shifts toward a greener energy mix.

Whether these projects clear the regulatory hurdle remains the central question. The government is expected to outline its strategy for the North Sea in the coming months, but for now, the industry is waiting to see if the rhetoric of energy security will translate into actual drilling permits.
