The Pentagon has expanded its push to bring advanced artificial intelligence into military and classified systems, striking new agreements with several major tech firms while leaving Anthropic off the latest list. Current reporting says the companies included in the new round are OpenAI, Google, Microsoft, Amazon Web Services, Nvidia, xAI, SpaceX and the startup Reflection.

Anthropic’s absence stands out because it had previously been part of the Defense Department’s earlier frontier-AI effort. In July 2025, the Pentagon’s Chief Digital and Artificial Intelligence Office announced partnerships with Anthropic, Google, OpenAI and xAI, and Anthropic separately said it had received a two-year prototype agreement with a ceiling of $200 million to develop national-security AI capabilities.

The new exclusion appears to reflect a breakdown in that relationship rather than a lack of Pentagon interest in frontier AI. Recent reporting says the dispute centered on Anthropic’s resistance to allowing certain military uses of its systems, including concerns tied to domestic surveillance and autonomous weapons. The Pentagon has reportedly treated the company as a supply-chain risk, and the disagreement has spilled into court.

For the Defense Department, the broader direction is clear. The agency is moving aggressively toward what it describes as becoming an AI-first military enterprise, with the CDAO and its AI Rapid Capabilities Cell positioned to speed adoption of frontier models across defense operations. The latest deals fit into that larger strategy of getting commercial AI tools into sensitive national-security environments faster.

Anthropic’s omission, though, gives the story its sharper edge. It suggests that the Pentagon’s AI build-out is not only about technical capability, but also about which companies are willing to accept the military’s terms for operational use. In that sense, this is not just a procurement story. It is also a story about the limits of “responsible AI” when commercial ethics and defense priorities collide.
