THE HAGUE — The International Criminal Court has removed Karim Khan as its chief prosecutor, ending his tenure abruptly following an independent investigation into allegations of sexual misconduct. The court’s governing body, the Assembly of States Parties, confirmed the decision late Tuesday, citing a breach of institutional integrity that rendered his position untenable.

The move marks a stunning collapse for a man who, until recently, stood as the face of global accountability. Khan had been navigating a high-stakes legal minefield, including the pursuit of arrest warrants for Israeli and Hamas leadership, yet it was his private conduct—not his courtroom performance—that cost him the job.

The investigation centered on accusations brought by a staff member earlier this year. While Khan initially denied the allegations, describing them as a smear campaign aimed at derailing his work on the Gaza conflict, the independent panel tasked with reviewing the claims found them substantiated. Their report, kept under strict seal, detailed a pattern of behavior that violated the court’s internal codes of conduct.

For the ICC, the timing couldn’t be worse. The tribunal is currently struggling to maintain credibility among member states who are increasingly polarized over its geopolitical reach. Removing a chief prosecutor in the middle of a term exposes deep fissures within the court’s administrative ranks.

“The court’s mandate relies entirely on the moral authority of those who lead it,” said a senior legal analyst based in The Hague. “When the prosecutor himself is the subject of a misconduct scandal, the institution’s ability to demand justice from others evaporates.”

Khan’s departure forces the ICC into a chaotic transition. Deputy prosecutors are expected to assume day-to-day operations, but the search for a permanent successor will likely trigger an intense, politicized scramble among member nations.

For now, the prosecutor’s office remains in a holding pattern. The pending cases—some of the most sensitive in the court’s history—are left in the hands of a leadership team currently reeling from the loss of its head.

The court has declined to release the full investigative report, citing privacy protections for the complainant. For the ICC, the focus now shifts from prosecuting global leaders to salvaging its own reputation.
