Veto or deals: Can Trump find a way to work with Democrats?

President Donald Trump is facing a new political challenge following the Democratic Party’s victory in the 2026 US midterm elections, which gave Democrats control of both the House of Representatives and the Senate. The results have raised questions about how the Republican president will work with an opposition-controlled Congress during the remaining two years of his term.

Trump has indicated that he is prepared to cooperate with Democrats on certain issues but has also warned that he could use his presidential veto power to block legislation he opposes. Speaking after the election, Trump said he did not want to spend the next two years vetoing every bill and suggested that political agreements could eventually be reached. However, he also made clear that Democrats would face resistance if they pursued policies contrary to his administration’s priorities.

Under the US Constitution, the president has the authority to reject legislation passed by Congress. Although lawmakers can override a presidential veto, doing so requires a two-thirds majority in both chambers, a threshold Democrats do not currently have. This gives Trump considerable influence over the legislative process, even with Democrats controlling Congress.

Democratic leaders, meanwhile, have pledged to focus on reducing living costs, protecting healthcare programmes, reviewing federal spending and increasing accountability within the government. They are also expected to investigate several decisions made by the Trump administration, including policies concerning immigration, trade and the war involving Iran. Control of congressional committees will give Democrats greater authority to hold hearings, request documents and question administration officials.

Economic policy is likely to become one of the biggest areas of disagreement. Democrats want to address rising costs of food, fuel and housing, while disagreements over Trump’s tariffs and government spending could complicate negotiations. Both parties may nevertheless need to cooperate on essential legislation, particularly federal government funding and debt-related measures, where failure to reach an agreement could create serious economic and political consequences.

Another major challenge will be the Senate’s legislative procedures. Even with a Democratic majority, many bills require 60 votes to overcome a filibuster, meaning cooperation from some Republican senators may still be necessary. As a result, bipartisan negotiations could become essential for passing major legislation.

Political analysts expect a mixture of confrontation and negotiation as both parties attempt to protect their priorities. Trump could rely more heavily on executive orders when Congress fails to reach agreements, although such actions can face legal challenges and congressional scrutiny.
