Defense Minister Khawaja Asif has reignited the debate over Pakistan’s provincial structure, publicly advocating for the creation of new administrative units to improve governance. His remarks, delivered during a session of the National Assembly, suggest that the current four-province model is failing to deliver basic services to the public.

Asif’s argument hinges on a simple premise: the existing provinces are too large and culturally diverse to be managed from a single capital. He pointed to the administrative paralysis currently gripping major provinces, arguing that decentralization is no longer a political preference but a logistical necessity.

The proposal isn’t entirely new, but its timing is pointed. As the federal government grapples with fiscal constraints and public dissatisfaction, the defense minister’s push for smaller units serves as a direct challenge to the status quo. He noted that the concentration of power in provincial capitals has left remote districts ignored, with resources rarely trickling down to the grassroots level.

Critics of the move—mostly from established provincial power bases—argue that this is a tactical distraction. They view talk of new units as a way to erode provincial autonomy granted under the 18th Amendment. For them, the push for smaller units is less about “better governance” and more about weakening the political hold of regional parties that have dominated provincial politics for decades.

Asif, however, dismissed these concerns as parochial. He maintained that the administrative burden on current provincial governments has become unsustainable. By creating smaller, more manageable units, he believes the state can cut through the bureaucratic red tape that has stalled infrastructure projects and social services across the country.

The logistics of such a plan remain murky. Creating new administrative units requires significant constitutional amendments and, more importantly, a political consensus that currently does not exist. Previous attempts to carve out new provinces—specifically in Southern Punjab—have stalled repeatedly, often collapsing under the weight of partisan bickering.

For now, the defense minister has laid a marker down. Whether this translates into a formal legislative agenda or remains a talking point in a fractured parliament is the real question. Until then, the debate over who controls the provinces—and how they are run—remains one of the most volatile fault lines in Pakistani politics.
