The Punjab government has introduced changes to the hiring and contractual framework for College Teaching Interns (CTIs), aiming to make the recruitment process more structured while helping public-sector colleges deal with teaching staff shortages.

College Teaching Interns are hired on a temporary basis to support teaching activities, particularly where colleges have vacant positions or insufficient permanent faculty. The programme has previously involved thousands of interns across Punjab, with recruitment based on academic qualifications, merit and interviews. In the 2025 recruitment cycle, Punjab approved more than 8,000 CTI positions, with different engagement periods for Intermediate and BS-level teaching.

New Focus on Hiring and Contracts

The revised approach is expected to bring greater clarity to the process through which interns are selected, engaged and released from service. Since CTI appointments are temporary rather than permanent government jobs, their contracts are tied to institutional requirements and specified academic periods.

The changes are significant for graduates and postgraduate degree holders who use teaching internships to gain classroom experience. Previous CTI recruitment requirements included relevant BS or Master’s qualifications, while candidates with higher qualifications such as MPhil or PhD could receive preference.

Temporary Jobs With Structured Benefits

The CTI programme is designed to provide colleges with immediate teaching support without treating interns as permanent employees. Earlier arrangements provided monthly stipends, casual leave and experience certificates, while interns were generally not entitled to the same benefits as regular government teachers.

The government has also used quotas to increase participation of minorities, persons with disabilities and transgender applicants. In the 2025 programme, dedicated seats were reserved for these groups.

Why the Changes Matter

Public colleges can face shortages when permanent faculty positions remain vacant or recruitment takes time. CTIs provide a temporary solution that allows classes to continue while the government works on longer-term staffing.

For young graduates, the programme can also provide practical classroom experience and an opportunity to strengthen their professional profiles.

However, the temporary nature of CTI appointments means the programme is not a replacement for permanent faculty recruitment. Earlier education-sector discussions have also highlighted concerns that temporary hiring cannot fully solve long-term teacher shortages.

What It Means for Applicants

The revised rules make it important for prospective CTI applicants to carefully review eligibility criteria, contract duration, merit requirements and payment arrangements before applying.

The changes are part of Punjab’s broader effort to manage faculty shortages while maintaining teaching activities in government colleges. For graduates seeking teaching experience, CTI positions can provide an entry point into the education sector, although they remain temporary appointments rather than permanent government employment.
